Bodies, exceptions and biopolitics of migration in Puglia Embodiment and the biopolitical dimension of migration policies are the focuses of my ethnographic account, which this paper is based on. In the last two decades, immigration policies in Italy intervened more directly on human beings: border rejections, gathering “illegal” immigrants in special centers as well as forced expulsion. A constant tension between the body and the state in which the politics and law, law and “outlaw” threshold appears difficult to decipher. The CPT are paradigmatic examples of this biopolitical dimension, as shown in the widespread drugging of detained who make frequent acts of self-injury. The paper is based on an ethnography made in southeastern fringe of Italy (Apulia) in 2004, in one of these structures. Southern Italy became, in the nineties of the twentieth Century, the focal point of immigration phenomena and laboratories where experimenting “new” immigration management strategies has been taking place. Relation between the territory and the institution are discussed, as well as the relationship between the immigrants and the professionals. The paper mainly will claim about issues of keeping agency, embodying the institution, as well as the practices of objectifying migrant’s body in the institution. The author’s objective is to detect the need for an ethnography of indecipherable thresholds that define the exercise of biopower.Keywords: migration, biopolitics, field/camp, state of exception, acceptance, expulsion, thresholds, embodiment. Soglie di trattenimento. Corpi, eccezioni e biopolitiche della migrazione in Puglia La biopolitica del governo delle migrazioni e i processi d’incorporazione che ne scaturiscono sono i principali fuochi dell’articolo. Negli ultimi venti anni circa, in Italia si è sviluppato un sistema di gestione del fenomeno migratorio che ha visto sempre più il corpo del migrante divenire il principale oggetto d’intervento normativo, tramite azioni come i respingimenti alla frontiera, il trattenimento di migranti privi di permesso di soggiorno nei Centri di permanenza temporanea (CPT), le espulsioni coatte. Una continua tensione tra il corpo e lo stato in cui la soglia tra politica e diritto, tra legge e “fuori legge”, appare difficilmente decifrabile. I CPT sono esempi paradigmatici di tale dimensione biopolitica, come mostra la diffusa somministrazione di psicofarmaci ai trattenuti che compiono frequenti atti di autolesionismo. Il testo si basa su un’etnografia realizzata in un CPT in Puglia, un territorio che negli anni Novanta del Novecento si è caratterizzato come un laboratorio dove sperimentare nuove forme di gestione del fenomeno migratorio. Sono descritti i rapporti tra il territorio e l’istituzione e all’interno di questa, quelli tra i migranti e gli operatori della struttura con una particolare attenzione verso l’agency dei trattenuti così come sulle forme di oggettivazione del corpo del migrante all’interno dell’istituzione. L’obiettivo dell’autore è rilevare la necessità di un’etnografia delle soglie d’indecifrabilità che definiscono l’esercizio del biopotere.Parole chiave: migrazione; biopolitica; campo; stato di eccezione; accoglienza; espulsione; soglie; incorporazione.
